Pokemon are not restricted to the attacks given in the +pokeinfo command (+help pokeinfo for details). Given the uncommon nature of Teaching Machines (TMs) in the pokemon world, the more common method of teaching one pokemon new abilities is to have them be taught by another pokemon.

The act of teaching will be handled through RP. If you would like your Sandshrew, for instance, to learn the ability Earthquake without the help of a TM, you would find another trainer who has a (reliable) pokemon who could teach your Sandshrew the Earthquake ability - for instance, a Diglett. Log the RP scenes of your Sandshrew learning and practicing Earthquake, fill out the application and send in the logs to pokemonotherapps@gmail.com. The more logs you submit, the better your chances of success! PokePlayers can learn new abilities in a similar way.

One of your own pokemon cannot teach another of your pokemon a move. If you have questions (for example, if your pokemon can learn a certain ability, or if X number of logs will suffice), direct them right to your Friendly Neighborhood Spazz.
